Non-profit institutions need strategy far more than profit- making organizations. Their goals are more complex, their sources of support are more complex, and the interaction between their support and performance is more complex, Consequently, the problem of identifying optimal policies and potential strategies must be inherently more complex. The goal of most non-profit institutions is clear enough. Get as much as possible in the way of resources; do as much as possible with these resources. In the strategic planning process, management ( the Community ) decides on the goals of the organization and the main strategies for achieving these goals. A goal is a statement of intended output in the broadest terms. It is normally not related to time. Goals normally are not quantified, and hence cannot be used directly as a basis for a measurement system, The purpose in a statement of goals is to communicate senior management's decisions about the aims and relative priorities of the organization, and to provide general guidance as to the strategy that the organization is expected to follow. Although every organization has one or more goals, many organizations give little attention to articulating these goals. Such an exercise will greatly facilitate later steps in the management control process. An objective is a specific result to be achieved within a specific time, usually one or a few years. A statement of objectives is a key element in a management control system because an organization's effectiveness can be measured only if actual outputs are related to objectives, In general, goals relate to strategic planning, while objectives relate to programming. If feasible, an objective should be stated in measurable terms. 2. Mission and Goals Suggested Mission statement: To Cultivate a Spirit of Community for All People. Suggested Goals of a Community Center 1. To help physically create and maintain a community center. 2. To create opportunities for people to come together in a safe, caring, and inclusive way to help one another. 3. To provide the education and communications support necessary to connect people with their community, and then connect their community J with the world. 4. To develop projects that promote a more peaceful, pollution free planet. 5. To use The United Nations Declaration of Human Rights as an ethical model for individuals and Community Centers. 6. To work together as a world community, through a network of community centers, to provide the necessities of life to all people. Community Center... Objectives: To adhere to our mission and to achieve our Goals We now need funding or in-kind donations... To accomplish the following: 1. Note: Free to use One Global Community. con... A Brochure to send out requesting community support d. Money, Donations... for lease, lights, phone line. e. A Board of Directors to finalize the organization f. Volunteers to build a database of names and needs Volunteers to... "Surf the Hood" to determine needs g. Someone to maintain the phone lines for questions coming in. What a lot of stuff to do... Before we get anything done... That's a plan! an operating plan to accomplish one goal. In back of it all is the kid with no boots for this coming winter... Two doors down from you with no way of telling anyone about the need. That is one example of the mission, the goals, and the objectives, all wrapped up in one down-to-earth scenario that we can all relate to. You'll need a lot of help to run this organization. Your sacrifices will be appreciated in the future by many people. Thank you for your efforts today. Your task is not small. You are redefining community. You will meet with a lot of resistance along the way. Your strategic plan will keep you on course. A clear understanding of Mission- Goals, and Objectives is essential for each one of you. Even though these concepts are very difficult for some of us they must be mastered to move on together. Below is the Organization Chart, Staffing Plan, Fundraising Plan, Communication Plan, and Services Plan. All of these together make up your Strategic Plan of Operations for your Community Center. 3. Organization Chart The purpose of this portion of the Strategic Plan... Is to describe the structure of the organization. Have a board of directors meeting. Decide to formalize the structure of the community center. Expand the board to the number of members needed. Install four of those members as operating officers. This action establishes a chain of command from the board of directors through the president and on to the vice president, treasurer, and secretary. This action clearly delegates responsibility. Chain Of Command The president is directly responsible to the board of directors. The vice president, treasurer, and secretary are there to assist the president in carrying out the goals of the board of directors. Description of Duties The President will assume the role of and take responsibility for the communications between the board and the officers. In addition, the president will maintain a proper rapport between agencies and organizations necessary in the process of maintaining a community center. Responsibilities 1. The president will be responsible for maintaining the highest ethical standards throughout the organization and insuring that the ideals of the organization are adhered to. 2. The Vice President is the business manager, responsible to the president for implementing the objectives of the community center. Fundraising, staffing, public relations, and general management functions all are the responsibility of the vice president. In addition the vice president will assist the president at the board of directors meetings. 3. The Treasurer is responsible for the establishment of a sound financial record keeping system and review of ongoing expenses and income. The treasurer is responsible for the implementation of financial guidelines from the board of directors as well as insuring the continued legality of the 501(c)(3) designation from the IRS. 4. The Secretary is responsible for assisting the president, recording the minutes of the meetings of the board of directors, and for editing written materials of the organization. Line Versus Assisting Personnel The chain of command is the line of authority through an organization. It is how things get done. Someone on the board of directors recommends a plan of action and the motion is seconded. The board votes on the motion, and if a majority of the board agrees. The president is given the order to implement the plan, or at least do those things necessary to achieve those objectives in the plan. At this point the president directs the appropriate officer in the organization to implement the plan, suggesting a few possible alternatives to achieve the desired results. The officer then directs the volunteer staff to do portions that can not be done by the officer. Upon completion of the plan, the officer reports the results to the president, who presents the results to the board of directors. The volunteers are the assisting personnel. Their compensation is determined by the operating officers who are regulated by the board approved budget. Chairperson of The Board of Directors Meeting It was proposed, a motion made, the motion seconded, and voted that Ms. X become the chairman of the board of directors of your community center. The board should create bylaws, elect a chairman to preside over their meetings, and apply for a 501(c) (3) non-profit status as soon as possible. Budgeting It is the responsibility of the officers of the organization to create a budget for the year and present that budget to the board of directors for approval. The budget will consist of projected income and estimated expenses for that period. The board will edit, change, review, and vote on the adoption of the budget as an operating guideline for the year. Any changes to the budget must be approve by a majority of the board of directors. 4. Personnel and Staffing Policy Plan It is the duty and responsibility of the board of directors to elect officers of the corporation. It is the duty and responsibility of those officers to hire people to accomplish the goals adopted by the board of directors. To do this a budget must be created. Approved by the board, and funds requested from contributing parties to accomplish the mission, goals, and objectives of the board of directors. With those responsibilities in mind, a budget is created addressing the needs of the center with respect to the mission Statement and the goals. Whenever possible volunteers will do the work needed to conserve funds for the direct benefit of the needy. a. Officers The officers in the corporation will perform the duties described herein with the assistance of paid employees called assistants, and unpaid employees called volunteers. The officers will exercise prudent judgment in the hiring of employees. The officers will hire only those employees needed to accomplish specific. objectives necessary to execute the goals of the organization. b. Assistants An assistant is a paid employee working directly for an officer of the corporation. The assistant will comply with the operating policies of the organization, faithfully, honestly and with the highest integrity. c. Volunteers Volunteers are not paid. They help employees of the corporation accomplish their objectives. They donated time is a key factor in the success of the organization. They may include members of the Board, officers in the corporation, as well as members of the community... Committed to the mission and goals of the Community Center. d. Paid Employees Full-time employees of the Community Center will be compensated for their efforts according to their skills and contribution to the organization. Based on the employment market in our operating area. Occasionally part-time employees will be necessary to hire for the completion of specific jobs. Jobs that are short-term in nature. These positions will be filled as needed e. Salary Cap It is the policy of this organization that a salary maximum for all paid employees will be necessary in order to assure that the maximum amount of revenue. And can be allocated to our goals rather than the personal enrichment of individual. No paid employee will take more than the board deems fit. f. Expenses Legitimate expenses, necessary to carry out the goals and objectives of the organization, will be paid for by the organization. No personal expenses will be paid by the organization. All expenditures for expenses will be recorded and specified in the annual treasurer's report to the board. They will include the following and any other necessary expenditures: Telephone All telephone, fax, modem, computers, etc. Equipment and service charges necessary to accomplish the goals of the organization are considered legitimate expenses. g. Travel It is not necessary to travel. Occasionally, training or a conference may be necessary. Prudence and common sense must rule the capital expenditures of your organization. Therefore, all travel expenses must be meticulously recorded and reported immediately to the treasurer for payment. h. Current, Fixed, Variable expenses A current expense is one that is incurred and paid within a normal time frame considered to be in compliance with sound accounting practices. Normally one month is the acceptable period for this cycle. Exceptions to this rule can be made with the permission of the Treasurer. Fixed expenses are those expenses that occur regularly at the same dollar amount, ego equipment leases or rent. Variable expenses are those expenses whose dollar amount changes each accounting period. They include telephone, supplies, etc. i. Benefits: Health and Life Insurance Full-time paid employees of the corporation will have health insurance coverage for themselves and their family members when not covered by another family member's insurance carrier, paid by the center. A term life insurance policy for paid employees of the community center will be available at a very reasonable value. j. Other Personnel Concerns Occasionally unique circumstances dictate specialized talent must be hired to accomplished specific tasks. These personnel will be compensated at a rate to be determined by the operating officers. 5. Fundraising Plan a. Overview Of What Has Happened at your Community Center So Far List donations here... b. New ideas - Projects Pending Fund raising for community needs, grant writing, set up a community center in our neighborhood, develop outreach program to our community, press release for radio, TV, newspapers, develop a business strategy for increasing cash flow, develop general community center work projects, raise money to print community newsletter, find and go after donations. Develop data base system for community needs create fund raising program, develop agenda for social programs to be addressed by you, e.g. Have monthly clothing exchange, seasonal sports equipment exchange, shoe/boot size database for every child in neighborhood, needs analysis by family, etc. etc. etc. d. In kind donation... c. Grants and Gifts... Statistically Grants represent only 10% of revenue for non-profit institutions nationwide. Consuent1y our strategy for revenue enhancement must concentrate on the 90% that can be raised from other sources such as private donations and selling services and products. Don't wait, start raising money now. Show any prospective donor that you mean business when it comes to community... 6. Communications Plan a. Provide information to Board Members b. Create monthly newsletter for involved people c. Create updated community guidebook for general information d. Provide for press releases 7. Services a Community Center Will Provide a. A center for community needs, b. Feed elderly and poor, c. Clothes for the needy, d. Public education & awareness publications etc. b. Ecological news etc. c. Environmental conscientiousness pamphlets etc. Community center newspaper / newsletter etc. d. Emotional support systems, e. Information gathering hub, f. Community surveys, g.
