PART ONE

OPERATING A CENTER  /  HOW A CENTER WORKS

HOW TO START A CENTER  /  and GLOBAL GOALS

Note: We all... As citizens of earth...

Are encouraged to add our own ideas to each section of this Handbook

Using video and audio tapes, written supplements, or other ways.

These supplements can then be ( ENTERED ) on...

Your local centers... Web Site...

In this way... Your ideas can be shared...

With other Community Centers web sites... And between People...

Locally, Regionally and Around the World.

The information in this Handbook...

Is designed to assist in the smooth operation of Community Centers.

To create a harmonious atmosphere at...  And between... All Centers.

They are a guide for operating the different parts...

Of the three kinds of Community Centers.

These suggestions... Will help keep... All centers similar.

And facilitate communication between Community Centers... Every Where.

Page 10

the OVERALL FUNCTION Of a CENTER

There are ( Two ) basic functions

Of a Community Center

1. information referral

and

2. resource exchange

1.   The FIRST function is for the referral of information or services...

Between and From...

Person to person, group to group, center to center, or any combination thereof...

Using the centers as the connecting place.

2.   The SECOND function of the center is for exchanging resources...

Education opportunities, material goods etc...

Between and From...

Person to person, group to group, center to center, or any combination thereof...

Without the use of a storage facility.

This is accomplished through a filing system, located in the centers.

The Community Centers primary function is to help people

Once a person has been helped...

They will then be in a more secure position to...

Return help to others.

Centers are a way of encouraging people to become more involved in...

What they are interested in.

They can then teach each other... What they know...

And share all kinds of information with other people through the centers.

The centers should be set up so that it is as easy as possible...

For people...

To become involved with the management responsibilities...

And decision making process of the center.

Thus making many people an important part of a center.

The centers are a neighborhood place for people to gather together.

A place to put new plans for action...  In motion to reclaim and rebuild...

Complete lives, homes, housing projects...

Neighborhoods, towns, cities, tribes and countries.

Centers are a place to connect people to an appropriate person...

Agency or group... To help solve individual or group problems.

Page 11

The centers are a way to connect people locally...

With new and existing groups and services.

On this earth many groups already do great things.

Community Centers are designed to make such connections quickly and efficiently...

At one location, locally, without bureaucratic constraints.

Note: Travel Opportunities Will Abound...

People of any age can use this network of centers while traveling...

( Between... Community Centers... ) Around the earth.

Community Centers can make it possible to travel around the world easily...

And inexpensively.

When you get to a new place in your travels...

You can go to... Or call the... Local Community Center.

And ask for suggestions about places to stay and a language or customs interpreter.

This global network of Community Center... All connected together...

Is a way for all people to explore the wonders of the earth.

A way to understand, mix with and enjoy the diversities of all countries and cultures.

This... center to center, way of traveling...

Can be fun and a learning experience...

For our ( Global ) Young ECs ( Earth Citizens ).

Local centers everywhere...

Will help encouraged travel by ECs at any age...

To Explore Our... Shared... Temporary... Home... Planet Earth.

Community Centers can also be a place to exchange...

Jobs for jobs and/or abode for abode, between people...

For long or short periods of time... Anywhere around the earth...

Centers can be a place to connect and share a ride...

And all kinds of transportation... For trips from place to place.

When a person is going somewhere or needs a ride...

There should be a place in the filing system... At your center...

For sharing rides and expenses.

Note: Photographs and written identification of drivers...

And passengers can be taken to assure personal safety.

Through volunteers traveling the earth and each others neighborhoods...

Sharing one on one...

The imagined prejudices, between people, places and things...

Can be reduced.

In its place, friendship, love and understanding...

Between all people, places and things can grow.

Page 12

1. the INFORMATION FUNCTION...

Of a Community Center.

The main objective and function of the...

Information and Referral...

Part of a Community Center...

Is to have a central...

Local, neighborhood, town, city, tribe, regional or continental...

Place to...

Congregate, assemble, meet-up, get together, etc.

It should have a community... Web site... Computer, telephone and filing system...

Designed to share information... On a local... Person to person... Level...

Within Your Community...

And also... Between people and centers on the global level.

Your Community Center is also a place for you...

To call in to... Or go to...

If you need help, information... Education opportunities, materials goods etc.

Example:

Any of the necessities of life you need to bring yourself up to a comfortable...

Non polluting, earth friendly lifestyle...

Can and should be put into the filing system.

This includes food, clothing, housing, land, health care, education...

And meaningful daily employment, etc.

( See Necessities Of Life pg 62 )

This New Community... Way of life should not be thought of...

As charity.

This should be new growth... Toward a way of living...

That brings continuous information...

And meaningful daily work... And Basic... Material goods to all people.

This growth can slow down, life's pace, allowing all people to help each other...

In many ways.

This shared help... Helping each other...

Will give earth citizens precious time to pursue their individual spiritual growth...

That in turn... Will help create a more harmonious planet.

Your Community Centers is a place for referring information to people.

A place to connect people, places and things.

A place of employment information, training exchange and job placement.

A place to research and try new ways and ideas.

A place for employees and employers to start new...

Earth friendly, community businesses together.

A way to exchange compensation and share the benefits of work performed.

A place to connect people needing help...

With... People who volunteer to help.

Page 13

Your Community Center is a place...

That you can call or visit when...

You want to help others...

Have something to share... Or... Have something you no longer need.

Centers should be a special place for people to help the children...

In your neighborhood and around the planet.

Example:

If someone has spare time on a certain day...

They would Call or Go to, and sign up at the center...

Making their time available as a volunteer.

Note: Neighborhood people should put into the centers filing system...

Their unique talents, skills, and the times they are available to teach or work on projects.

The variety of jobs that need to be done in neighborhoods around the planet...

Will take a united effort by everyone...

Utilizing the skills and talents of all earth citizens.

No job or person should be considered...

More important than any other.

Each person ought to find work that they enjoy...

Or find work with someone who is skilled... In something they want to learn.

In this way, trades and skills become a shared...

Apprentice kind...

Of learning experience... Along with traditional education systems.

Regardless of age...

We all have a lifetime of experiences to share.

And the ability to make available to all people... Around the world, the necessities of life.

As earth citizens living in a world society...

We have an urgent need to share information and recycle earth's resources...

On a global scale...

At the grass roots level.

We must begin sharing all of the earth with each other...

In our own neighborhoods and in our own living space...

If we intend to survive the twenty First century... And beyond.

This is one part of... the Information function of a

COMMUNITY ( information referral and resource exchange ) CENTER

Page 14

2. the RESOURCE EXCHANGE FUNCTION

of Your Community Center

The RESOURCE EXCHANGE function of Community Centers...

Is for exchanging services, material goods and all kinds of things...

Without the need of a storage facility.

This is accomplished through a Filing System in Community Centers.

The filing system matches material goods and services with...

People in need of these goods and services.

The next step is to connect the transportation of goods or services...

With the destination.

And to connect the people who volunteer those goods and services...

That can be shared, recycled or reused... With others.

The resource exchange part of the center is the connection between...

People who have, build or recycle goods... And want to share, barter or sell goods...

Or have stuff they no longer need.

With people who need, can repair and or reuse those goods.

Continue and Expand...

the Resource Exchange function of Your center...

Centers should have a centrally located...

Neighborhood place for people to gather, together.

A place to put plans for action into motion so that volunteers can...

Reclaim and rebuild complete lives, housing projects, local businesses...

Neighborhoods, villages, towns, cities, tribes and countries.

To accomplish this objective...

Neighborhood centers can put together...

Problem solving, rebuilding and search teams...

To go out from the centers, into neighborhoods... To find...

Solutions and problems of all kinds.

And to search for...

And find manufactured goods, discarded building materials etc...

And other resources needed to accomplish all kinds of tasks in communities.

Once the neighborhood, individual, town, city, tribe or country has been rebuilt...

And has a...

"make it even better"

Policy in effect...

The local population can move on to help other communities...

Anywhere on the Planet.

We should adopt individuals on a local neighborhood, towns, cities, tribes level...

And countries on a regional and world level.

Who have not... To be helped by those... Who have.

Page 15

As these projects go together...

Schools and universities around the world... Should introduce students of all ages...

To people who are doing work.

Students in all stages of learning can use apprentice...

Or group learning programs...

In a self propelled manner...

To learn how to repair the earth.

Example: A person who has any trade or special skill...

Such as operating a computer, home building, medical skills...

Or advanced knowledge such as hydroponics gardening... Or whatever...

One person... Takes on five apprentices... For five years...

Who in turn each, take on five volunteers, for five years.

We all at times... Need help.

We all have and feel the need to help each other.

We all have the need of things to sustain life.

The resource exchange part of the... Community Center...

Is simply a place and plan to accomplish all kinds of goals.

The RESOURCE EXCHANGE...

Function of a center...

Is to work for, build and share most things...

With all people, to solve problems.

Page 16

Page 17

   6. All decisions that concern a particular Community Center or Centers as a whole.

Ought to be made by three or more persons or centers.

   a.   Or decisions should be made using the democratic.

One volunteer, one center, one vote, concept.

Note: ( Sometimes more people can vote for a wrong idea or project. )

   b.   Voting for ideas and projects... Often...

Should eliminate the need for extensive written laws.

And lawyers, keeping disputes, debates and expenses to a minimum.

7. Community Centers ought to remain non professional.

   a.   But a center may employ temporary workers...

With a needed, specific skill to fulfill the needs of a working Community Center.

   b.   Such workers ought to be responsible to...

And overseen by a Community Centers overseeing committee.

8. Community Centers ought to act in referral and exchange capacities only.

   a.   Individuals do, and will always have their own private and public opinions...

THIS EARTH IS OUR WORLD...

THIS WORLD IS OUR EARTH...

Page 20

the INDIVIDUAL and COMMUNITY CENTERS...

VOLUNTEER RESPONSIBILITIES.

The only requirement for being a Community Center volunteer is...

The desire to help others.

The center should never refuse anyone who offers to help or volunteer for any reason.

This includes the pigmentation of a person's skin, their religious beliefs...

Where on earth they were born....

Or the amount of money and possessions they have or have not... etc. etc..

Each volunteer should strive for the ideal that...

All earth citizens are born with equal rights.

And ought to defend the civil and equal rights of all people...

Thus assuring their own individual freedoms, civil and equal rights.

Each Community Center volunteer is important.

And the centers as a whole are even, more important, to help many.

Individuals should place the...

Spirit of Community... Centers...

And the civil and equal rights of all people.

Before any individual personalities.

Individuals should be in charge of a Community Center for only short periods of time.

They do not govern, control or censor information or volunteers.

If anyone tries to control a Community Center or its volunteers

The majority ought to simply vote that person out immediately.

No job within a center should be for more than one year.

And jobs should be rotated often... So as many people as possible...

Know the workings of Your Community Center.

After completing a job within Your center...

People should simply change jobs or return to being a volunteer.

Page 21

Each center should be operated by the...

One person, one volunteer, one vote...

Decision making process...

And such decision making ought to be kept to a minimum.

Voting should be easy and accessible to the extent...

That people are informed about a vote by...

Community Center web site, telephone or runners.

The vote should be gathered from people...

Or telephoned into the center over several days...

Thus making it as easy as possible for a persons vote to be counted.

Validation of votes can be accomplished the same way taxes and credit cards are secured...

Or by personal recognition of volunteers voting.

Note, that: ( Sometimes more people can vote for a wrong idea or project. )

And also... Keep in mind that once a center gets too big or impersonal...

Another center should be started.

The Community Center volunteer's primary function is to help people.

Once a person has been helped,

They will then be in a more secure position

To help others.

IF WE...

Including... All or any life forms...

Short, tall, squishy, firm,  large, small, yellow, beige, brown, red...

Green, black or white, blue or pink, round or square, etc.

Understanding that... Simply by being born on earth...

Denotes Our Declaration...

Our claim... Our Rights... To be an... Earth Citizen.

We each have our own unique way to help others...

Using our time, material resources, ingenuity, wisdom, and special talents.

We can... Encourage a selfless way of living...

That promote a positive way of life and sets a good example...

For all our children to follow... And improve upon.

Page 22

the COMMUNITY CENTER as a GROUP

The Community Center as a group can be run by a few or many people.

The number of people depends on the needs of the community...

And/or the size of the center.

A centers relationship with the neighborhood it serves ought never get impersonal.

The atmosphere ought to be friendly.

When a new person walks through the door...

Volunteers should...

Introduce each other to people helping or being helped at the centers.

Community Centers in the surrounding area...

Ought to overlap and be in touch with... One Another.
